This sounds a bit controversial to the first paragraph of "How the lock works". Can you please explain this statement. If the lock is applied the holder still CAN somehow initiate transfer of his own initiative - how is it possible?”

Our expectation is that a number of Ukrainian resource holders will not activate the lock, so there will still be legitimate transfers happening after the voluntary lock has been made available.
