Exactly what's the problem with putting the E-class space to use (other than some router vendors appearantly having hard-blocked it in their firmware as we could not get it to route over hardware by some manufacturers - but that's just a matter of forcing people to buy better stuff - which happens automatically if it sees wide use ;) 240.0.0.0 - 255.255.254.0 "for future/experimental use"... i'd say it's "the future" now-ish... considering when they came up with that stuff. so just start distributing it. also can't find anything it would collide with as i don't know of any implementation where it's used for internal addresses.
