The good samaritan clause could stipulate that the business sector that is in a position to apply judgments do so by an multistakeholder process involving diverse 'judges' with differing degrees of severity and diverse perspectives to draw up the criteria and also to look at specific issues / specific instances of offense; Under such a non-governmental framework that is relatively free of conventional 'politics', the platforms / companies act as good samaritans, some times even applying independent judgments that do not entirely confirm to the framework, but subject to a form of loose oversight / recommendations / directives.
