Stavros Konstantaras is an enthusiastic all-around network engineer, holding an MSc from University of Amsterdam in the field of System & Network Engineering. His experience at NLnet Labs and the University of Amsterdam has supplied him with valuable skills and knowledge like scripting, system virtualization and network programming. He has been working with AMS-IX as a network engineer under the NOC team since 2017, which is responsible for the deployment and management of all AMS-IX instances around the world. His interests reside in the fields of network automation, routing security and protocol implementation. Then in 2013 he decided to migrate away from being an engineer, so he got a Masters degree in Technology and Public Policy. Since then he has been working for ICANN supporting the technical community as a researcher and writer. He supported the Security and Stability Advisory Committee for eight years. Now he supports the Root Server System Advisory Committee, the Root Zone Evolution Review Committee, and the Address Supporting Organization. Andrei Robachevsky

Andrei Robachevsky is a seasoned professional in the field of Internet infrastructure and cybersecurity, currently serving as the Technical Director of the Internet Integrity Program at the Global Cyber Alliance (GCA). In this role, he focuses on developing collaborative approaches to address key cybersecurity shortcomings in the Internet infrastructure, engaging with operators, researchers, and policy stakeholders. Prior to his tenure at GCA beginning 2024, Robachevsky was the Senior Director of Technology Programs at the Internet Society. During his time there, he was instrumental in launching the Mutually Agreed Norms for Routing Security (MANRS) initiative, an industry-led effort aimed at improving the security and resilience of the Internet’s global routing system. Earlier in his career, he served as the Chief Technical Officer at the RIPE NCC, where he was responsible for the organization’s IT strategy, including the management of the K-root DNS root server. Robachevsky has been actively involved in various Internet governance and technical communities. He was a member of the Internet Architecture Board (IAB) from 2010 to 2012 and participated in the Consolidated RIR IANA Stewardship Proposal (CRISP) team in 2014. In November 2024, he was elected to the Number Resource Organization Number Council (NRO NC), with a term starting in January 2025. Residing in Amsterdam, the Netherlands, Robachevsky has contributed to several research and standards publications on topics such as DNS root server performance, routing security and routing policy specification.

I am Yuriy Vykhnevych, a Ukrainian engineer and entrepreneur, and the co-owner and Chief Technical Officer of Best-Link, an Internet service provider delivering connectivity to more than 120 communities across Ukraine. I have more than 15 years of experience in telecommunications, energy systems, hardware-software solution development, IoT devices design. I hold a degree in Computer Science from Lviv Polytechnic National University. I am a Senior Member of IEEE and the author of the book “System Integration Methods in the Development of a Universal Battery Management Device” (Independently published, September 2, 2025; 124 pp; ISBN-13: 979-8263003500), along with several professional publications. I also regularly speak and participate at national industry conferences. My developments have been implemented in the critical infrastructure of Internet providers and are used to ensure uninterrupted connectivity during blackouts and periods of prolonged energy instability. My current focus is on developing resilient energy and telecom systems relevant not only for Ukraine but also for global infrastructure challenges. My mission is to ensure reliable connectivity and energy autonomy for critical infrastructure in times of crisis.
