Great article. It also raises an interesting UX question: how do we help operators understand and react to these "grey area" events that are neither hijacks nor leaks? Detecting anomalies is one thing; making them understandable under pressure is another.
Really interesting reflection. I especially liked the point about how congestion makes the physical nature of the Internet visible. Behind traffic peaks, there are also collective behaviours: people acting at the same time, with urgency, expectations, and sometimes frustration. From a design perspective, this could open up a useful way of thinking: how can Internet measurements become more human-readable, so signals like congestion can help tell clearer stories about the impact of digital infrastructure on services, organisations, and everyday life - and support better decisions.
